Or being trapped in a house in the middle of a typhoon unaware of the dangers posed by the whistling wind and the downpour pounding the roof. These are just some of the challenges confronting the Deaf--persons who because of their lack of hearing become vulnerable when exposed to the hazards of adverse weather events and climate change.
